BNETAL is pleased to announce the release of SureDeliver® 8.3, with major enhancements to help manage Electronic Data Interchange (EDI) transactions. This includes rich business processing components and management interfaces for mapping X12 transactions and managing the backend business processing layer and data. This version also improves upon Version 8.2 by providing improved feature set for managing the turn-key implementation of the CAQH® CORE® Phase IV Connectivity Rule, in addition to implementations of CAQH CORE Phase I, II and III Connectivity Operating Rules for support of the HIPAA transactions for which Affordable Care Act (PPACA, or ACA) has mandated the use of CAQH CORE Operating Rules for HIPAA covered entities. The HIPAA transactions include Eligibility, Claim Status, Electronic Remittance Advice, Claims, Prior Authorization, Premium Payments and Benefit Enrollments.


HIPAA covered entities like Health Plans, Clearinghouses and other entities can avoid lengthy, expensive and risky implementation and testing projects, and greatly improve returns on investment by using SureDeliver®. SureDeliver® provides ready-now, secure and turn-key enterprise grade implementation, with highly intuitive management interfaces. SureDeliver® easily integrates with the business layer for X12 processing, providing a parallel gateway that complies with all of the connectivity and security requirements. SureDeliver® is supported by industry experts in CAQH CORE Connectivity, with decades of enterprise level connectivity and security experience from large projects of national scope, such as the CDC's Public Health Information Network (PHIN), and HHS's Nationwide Health Information Network (NwHIN).


The CORE Operating Rules developed in previous Phases (I, II and III) were focused on Healthcare Eligibility (X12 270/271), Claim Status (X12 276/277), and Electronic Remittance Advice (X12 835) transactions. These Operating Rules have been adopted into the Affordable Care Act (ACA) regulations and have been mandated for HIPAA covered entities. The current Phase (IV) is focused on the next set of transactions, including:
  • Healthcare Claims or equivalent encounter information (X12 837)
  • Enrollment and dis-enrollment in a health plan (X12 834)
  • Health plan premium payment (X12 820)
  • Referral certification and authorization (X12 278)

  • CAQH® and CORE® are the registered trademarks of the Council for Affordable Quality Healthcare, an independent organization.
  • ACA Section 1104 already has language specifying use of CORE Phase II and III Operating Rules. At this time ACA regulations do not have language mandating the use of CORE Phase IV Rules for the 3rd set of HIPAA transactions for which CORE has developed the Phase IV operating rules. Until such language is developed, the Phase IV Rules will be available for voluntary adoption.
